U.S., Alexandria sign agreement for major improvements

Alexandria, Egypt, December 9, 2003 -- U.S. Ambassador David Welch joined Alexandria Governor General Mohamed Abdel Salam Al-Mahgoub today to sign an agreement that will fund major improvements to Alexandria’s drinking water system, benefiting millions of residents and visitors. Also attending the signing ceremony at the Governor’s office in Alexandria were officials from the Alexandria Water General Authority including its Chairperson, Engineer Nadia Abdou, and from the U.S. Agency for International Development in Egypt including Associate Director for Environment and Infrastructure Anthony Vance.

Under the agreement, the U.S. commits $50 million and the Government of Egypt commits 80 million Egyptian pounds (L.E.) to upgrade seven treatment plants and rehabilitate 110 kilometers of aging water pipes throughout the city including in the historic central district of Ras El-Teen. This agreement is the final element of the “Alexandria Water Project” and brings the total funding to $97 million from the U.S. and L.E. 120 million from the Government of Egypt.

“It is an honor to be able to work with the Alexandria governorate on this important project, one that will bring safe, clean drinking water to millions of Egyptians. This is a major and very wise investment,” Ambassador Welch said. The U.S. has previously funded more than $684 million in improvements to Alexandria’s infrastructure for wastewater, electricity, and telecommunications. The Alexandria Water Project marks the first U.S. assistance to Alexandria’s potable water system.

The work will result in more reliable service directly benefiting hundreds of industries and more than 3 million residents. Moreover, the improvements will mean better water quality and a lower incidence of waterborne diseases, as well as stronger water pressure and less leakage, benefiting Alexandria residents, visitors, and areas in Marsa Matrouh and Beheira served by the system.

Specific improvements under the Alexandria Water Project include:
  • Rehabilitation of east-west transmission pipes from Sidi Gaber to Kabbari and north-south pipes from the Mediterranean Sea to the Alexandria-Cairo Agriculture Road.
  • $3.5 million in improvements in El-Hadra El-Gedida in southern Alexandria.
  • $1.5 million in improvements in Izbet Mohsen in eastern Alexandria (complete).
  • Support to the water authority including planning, computerization and customer service.

    The United States Agency for International Development has funded $2.97 billion to improve Egypt’s water and wastewater infrastructure since 1975, including $584 million since 1997, benefiting an estimated 22 million Egyptians. For more information, click here.
